Protocol: CT.gov Sponsor Overdue Debt

This protocol re-reads the older-study sponsor backlog as accumulated overdue years beyond the two-year results mark rather than as missing-results counts alone. Primary outputs compare sponsor-level overdue-debt stock, mean unresolved age, and raw missing-results stock among named sponsors with at least 100 older studies. The aim is to surface chronic silence as duration as well as count. Overdue debt is a timing measure derived from registry dates and does not itself assign legal responsibility or motive.
